Well, Ul'dah is a city that has a strong symbolic attachment to flames and passions, of more than one variety.

Ishgard is usually less open about it, but I imagine it has something to do with folk that have more pressure to keep up a perfect front of respectability being more likely to swing far the other way given privacy.

I'm sure if the one responsible were actually thinking of something resembling courtship - or at least some show of interest in one's personality - that may have been considered as an option.

Although to be honest, if such a more personal gift of interest were to be offered, I would be very wary of accepting it; it would probably be a lure, here.

You also don't want to give away that you're displeased about it that much. The Lord might not seem to pay attention to these, but it's obvious others do. All it takes is one person talking.

Not necessarily. One could be displeased or delighted, which is obvious. Or one could have no reaction, which is intriguing. To not know where you stand is to not have knowledge, which can be useful here.
