Well, Ul'dah is a city that has a strong symbolic attachment to flames and passions, of more than one variety.

Ishgard is usually less open about it, but I imagine it has something to do with folk that have more pressure to keep up a perfect front of respectability being more likely to swing far the other way given privacy.
