Some random whim of the universe, as far as I know. I realize it makes it hard to go harangue the culprit when it seems to have all of the direction and purpose of a natural disaster, and I'm sure certain parties here would love to hold that sort of power, but all they can do exert some influence on exactly where and how you appear.

It wouldn't accomplish much if you did.
